1. Certification Introduction

CE certification is a safety control certification in the European Union, ensuring the most basic safety guarantees for products. It is limited to the fundamental safety requirements that products do not endanger humans, animals, and goods, rather than general quality requirements. Harmonized directives only specify the main requirements, while general directive requirements are standard tasks. Therefore, the precise meaning is: the CE mark is a safety conformity mark, not a quality conformity mark. It constitutes the "essential requirements" at the core of European directives.

The "CE" mark is a safety certification mark, regarded as a passport for manufacturers to open and enter the European market. CE stands for European Conformity (CONFORMITÉ EUROPÉENNE).

In the EU market, the "CE" mark is a mandatory certification mark. Whether products are manufactured by enterprises within the EU or by other countries, they must bear the "CE" mark to be freely circulated in the EU market, indicating that the products comply with the basic requirements of the EU's "New Approach to Technical Harmonization and Standardization" directives. This is a mandatory requirement imposed by EU law on products. Any product bearing the "CE" mark can be sold in EU member states without having to meet the requirements of each individual member state, thereby achieving the free circulation of goods within the EU.

2. Applicable Regions

CE certification is available in 32 European countries/regions, including: 28 EU countries, the European Free Trade Association, and Turkey. Products with the CE mark can circulate freely in the European Economic Area.

Note: The member states of the European Free Trade Association are Iceland, Norway, Switzerland, and Liechtenstein. The CE mark is not mandatory in Switzerland.

Outside the EU, CE certification is widely used and highly recognized worldwide. CE certification is highly recognized in Southeast Asia, Central Asia, and Africa.

3. Product Scope

Generally speaking, most products exported to the EU require CE certification. Electronics and toys exported to Europe are mandatory for CE certification, such as:

(1) Power supplies: Communication power supplies, chargers, display power supplies, LCD power supplies, UPS, etc.;

(2) Lamps: Chandeliers, track lights, garden lights, portable lights, downlights, light strings, table lamps, grid lights, aquarium lights, street lights, energy-saving lamps, T8 tubes, etc.;

(3) Household appliances: Fans, electric kettles, audio systems, televisions, mice, vacuum cleaners, etc.;

(4) Electronics: Earphones, routers, mobile phone batteries, laser pointers, vibrators, etc.;

(5) Communication products: Telephones, wired and wireless main/sub handsets, fax machines, telephone answering machines, modems, data interface cards, and other communication products;

(6) Wireless products: Bluetooth BT products, wireless keyboards, wireless mice, wireless readers, wireless transceivers, wireless microphones, remote controls, wireless network devices, wireless video transmission systems, and other low-power wireless products;

(7) Wireless communication: 2G phones, 3G phones, 3.5G phones, DECT phones (1.8G, 1.9G frequency bands), etc.;

(8) Machinery: Gasoline engines, welding machines, CNC drilling machines, tool grinders, lawn mowers, washing equipment, bulldozers, elevators, punching machines, dishwashers, water treatment equipment, gasoline welding machines, printing machinery, woodworking machinery, rotary drilling rigs, grass trimmers, snow blowers, excavators, printers, cutting machines, road rollers, leveling machines, brush cutters, hair straighteners, food machinery, lawn mowers, etc.;

(9) Medical devices and toys, etc.

4. CE Certification Process

(1) The applying company fills out the application form and provides materials, including the application form, product user manual, and technical documents.

(2) The certification body evaluates the CE certification inspection standards and items and provides a quotation.

(3) The applying company confirms the project and sends samples.

(4) The laboratory arranges product testing and reviews the completeness of the technical documents.

(5) After the product meets the requirements, the laboratory provides the applying company with the product test report or technical construction documents. Upon passing the tests, the CE certificate is issued.

(6) The applying company signs the CE Declaration of Conformity and affixes the CE mark on the product.

5. Technical Documents Required for CE Certification

(1) Name and address of the manufacturer (or EU authorized representative), product name, model, etc.;

(2) Product user manual;

(3) Safety design documents (including key structural diagrams, i.e., design drawings reflecting creepage distances, clearances, insulation layers, and thicknesses);

(4) Product technical conditions (or enterprise standards), establishment of technical data;

(5) Product electrical schematic diagrams, block diagrams, and circuit diagrams, etc.;

(6) List of key components or raw materials (please use products with European certification marks);

(7) Test Report;

(8) Relevant certificates issued by EU authorized certification bodies (for modes other than Mode A);

(9) Product registration certificates within the EU (for certain products such as Class I medical devices, general IVD in vitro diagnostic medical devices);

(10) Declaration of Conformity (DOC)
